Estimation Manager

About the role

The Estimation Manager will lead the preparation and submission of high‑value tenders for large‑scale infrastructure and construction projects. You will be responsible for translating project specifications into accurate Bill of Quantities (BOQ), coordinating with contracts and subcontractors, and ensuring compliance with back‑to‑back fixed‑price and escalation mechanisms.

Key responsibilities

• Code BOQs using CCS and perform detailed quantity take‑offs.
• Prepare comprehensive BOQs and bespoke RFQ packages, including specifications, drawings, and contract documents.
• Coordinate with the contracts department to guarantee fixed‑price lump‑sum and escalation terms are met.
• Develop and maintain technical and commercial comparison tables for subcontractor proposals.
• Lead subcontractor meetings to verify method, sequence, program, scope, and specification compliance.
• Oversee tender schedule, KPI targets (cost per sqm, unit rates), and margin optimisation.
• Compile and package all tender information, including direct/indirect costs, risk, profit, escalation, finance and tax elements.
• Submit tenders both online and physically to clients and present weekly tender reports to senior management.

Required profile

• Extensive experience with international prime contractors on projects valued at USD 200 million or more.
• Proven track record across sectors such as airports, railways, bridges, data centres, luxury hotels, high‑rise towers, ports and military assets.
• B.Sc. in Civil Engineering from a US or UK accredited university.
• Strong background in managing large, complex, high‑value construction projects in the Middle East and global markets.
