Health, Safety & Environment Manager

About the role

As the Health, Safety & Environment Manager for Saur’s client in Doha, you will lead the HSE function across multiple operational sites, ensuring compliance with statutory, contractual and international requirements while fostering a strong safety culture.

Key responsibilities

• Lead, manage and develop the HSE department, including safety engineers and officers.
• Develop and implement the Occupational Health & Safety Plan, procedures, targets and objectives.
• Oversee safe execution of operation & maintenance activities for sewage treatment plants, pumping stations, networks and workshops.
• Manage critical HSE risks such as confined spaces, hazardous gases, chemical and sludge handling, lifting, electrical work, hot work, work at height, isolation and permit‑to‑work activities.
• Conduct continuous inspections, site visits, audits and compliance monitoring; correct unsafe acts and drive closure of corrective actions.
• Lead incident reporting, investigation, root‑cause analysis and follow‑up of corrective actions.
• Establish and chair OH&S committees and maintain communication channels that promote worker participation.
• Plan and deliver HSE training, toolbox talks, awareness campaigns and emergency drills for employees, supervisors, subcontractors and visitors.
• Monitor environmental compliance, including waste management, spill prevention, wastewater‑related risks, chemical controls and reporting.
• Prepare and submit HSE statistics, audit findings, investigation reports and corrective‑action updates to management and the client.

Required profile

• Bachelor’s degree in Engineering, Environmental Science, Occupational Health & Safety or a related technical discipline.
• Minimum 20 years of overall experience in health, safety and environment management, preferably in water or wastewater infrastructure projects.
• Proven leadership experience managing HSE teams across multiple sites.
• Strong knowledge of statutory, regulatory, contractual and international HSE requirements.
