Sourcing & Contracts Analyst – IT

About the role

The Sourcing & Contracts Analyst – IT will support the IT Department in managing sourcing, tendering, procurement, and contract administration for technology systems, software, cloud solutions, infrastructure, cybersecurity, and digital services. The role will ensure procurement activities are carried out in line with Qatar Government procurement requirements, governance standards, and internal policies while supporting effective vendor management and commercial outcomes.

Key responsibilities

• Manage end‑to‑end IT sourcing and procurement activities, including RFP/RFQ scoping, preparation, tendering, evaluation, negotiation and award.
• Ensure procurement activities comply with Qatar Government procedures and internal governance requirements.
• Conduct market analysis, commercial evaluations and cost benchmarking to support competitive vendor selection.
• Prepare, review and administer IT contracts covering software licensing, cloud services, infrastructure, cybersecurity and implementation.
• Monitor vendor performance, SLA compliance, renewals and key milestones.
• Maintain accurate contract registers, procurement documentation and progress dashboards.
• Coordinate with IT, Finance, Legal, Procurement, vendors and other stakeholders throughout the sourcing lifecycle.
• Support audit requirements and drive digitalisation of procurement workflows and reporting.

Required profile

• Minimum 12 years of experience in IT procurement, strategic sourcing or contract management.
• Bachelor’s degree in IT, Business Administration, Supply Chain Management or related field; Master’s preferred.
• Proven experience in utilities, energy, government or other regulated sectors in Qatar.
• Strong knowledge of Qatar Government tendering and procurement regulations.
• Experience sourcing software, cloud services, infrastructure, cybersecurity and licensing.
• Hands‑on experience with ERP and e‑Procurement platforms such as SAP or Oracle.
• Familiarity with Ministry of Finance and State Audit Bureau requirements.
• Professional certifications (CIPS, PMP, ITIL) are a plus.
