Stakeholder Manager – Roads & Infrastructure

About the role

The Roads & Infrastructure team of an international consultancy engineering firm is looking for a senior Stakeholder Manager to lead engagement with government authorities, utility providers, regulatory agencies and other project stakeholders for major highway projects in Qatar.

Key responsibilities

• Lead stakeholder engagement and manage interfaces with Ashghal, utility service providers and other regulatory bodies.
• Develop and implement stakeholder management strategies to secure timely permits and approvals.
• Coordinate multidisciplinary teams, ensuring clear communication between clients, consultants, contractors and government entities.
• Resolve project interface issues and mitigate risks throughout the project lifecycle.
• Maintain compliance with Qatar’s regulatory framework and contractual requirements.

Required profile

• Bachelor’s degree in Civil Engineering, Project Management, Urban Planning or related field (Master’s preferred).
• Minimum 15 years of experience in stakeholder management, project coordination or infrastructure delivery.
• At least 5 years of experience working within GCC countries.
• Valid MMUP certification (mandatory).
• Proven track record on large‑scale road, highway or infrastructure projects.
• Strong knowledge of Qatar permitting processes, utility coordination and approvals from Ashghal.
• Excellent leadership, negotiation and relationship‑management abilities.
