Head of Health Emergency Preparedness

About the role

The Head of Health Emergency Preparedness will lead a dedicated team to develop, implement, and continuously improve the nation’s early preparedness policies for health emergencies. This senior position ensures that policies, guidelines, and response plans are aligned with Qatar’s national health priorities and are effectively operationalised across the country.

Key responsibilities

• Develop, disseminate, and regularly update policies, standards, guidelines, and directories related to early health emergency preparedness.
• Identify, design, and advance comprehensive national plans for responding to health emergencies.
• Oversee the publication and revision of preparedness plans in collaboration with the team.
• Strategically configure and manage programmes and projects that support early preparedness, ensuring successful on‑ground implementation.
• Supervise the design, equipping, and delivery of training policies and educational courses for emergency preparedness.
• Provide technical assistance, advice, and guidance to stakeholders and build a network of interested partners.
• Establish and nurture partnerships that integrate efforts and competencies across sectors.
• Design and implement a monitoring and evaluation system to track programme outcomes and successes.
• Develop and promote strong support programmes and promotional policies.
• Formulate a clear research policy, set priorities, and ensure execution of priority scientific studies.
• Implement performance evaluation systems for staff and maintain up‑to‑date operational plans.
• Perform additional duties as required to meet organisational needs.

Required profile

• Bachelor’s degree in Medicine with a specialisation in health emergency medicine, public health, community medicine, or a related field.
• Minimum 10 years of experience in health emergency management.
• At least 4 years in a leadership or senior management role.
