HSE Manager – Doha, Qatar

About the role

Saur, a leading water and essential services provider, is seeking an experienced HSE Manager to lead health, safety and environmental activities for its operations in Doha, Qatar. Reporting to the Framework Manager, you will drive compliance, risk mitigation and a Zero Incident culture across O&M sites and projects.

Key responsibilities

• Develop, implement and continuously improve HSE policies, procedures, objectives, KPIs and programs in line with ISO 45001, ISO 14001 and contractual requirements.
• Lead the HSE Management System, maintain controlled documentation and ensure corrective and preventive actions are applied.
• Establish risk management processes, conduct risk assessments, JSA/JHA/AHA, method statements and environmental risk assessments.
• Monitor high‑risk activities such as PTW, LOTO, confined spaces, work at height, lifting, electrical work, hot work, excavation and chemical handling.
• Perform site inspections, safety walks, audits and compliance checks, and drive timely corrective actions.
• Lead investigations of serious incidents, near‑misses and environmental events, ensuring root‑cause analysis and lessons learned.
• Develop and maintain emergency preparedness plans, coordinate drills and ensure effective response resources.

Required profile

• Proven experience leading HSE functions across operations and projects.
• Strong knowledge of ISO 45001, ISO 14001 and local Qatari HSE regulations.
• Ability to provide strategic HSE advice to senior management and promote a Zero Incident culture.
