Scrum Lead – Agile Delivery for Government Projects

About the role

We are looking for an experienced Scrum Lead to drive the delivery of complex, government‑focused software solutions. The role requires a bilingual professional (Arabic & English) who can guide a cross‑functional squad through the full sprint lifecycle while ensuring high standards of code quality and CI/CD discipline.

Key responsibilities

• Lead a mixed squad (frontend, backend, data, QA) from sprint planning to release.
• Facilitate all Scrum ceremonies and maintain a healthy, prioritized backlog with the Product Owner.
• Track sprint metrics (burndown, velocity) and proactively remove impediments.
• Enforce the Definition of Done, code reviews, and quality gates before each release.
• Coordinate cross‑squad dependencies and manage RAID at the squad level.
• Coach the team in agile practices, technical excellence, and continuous improvement.
• Provide transparent reporting to the Program Manager and stakeholders.

Required profile

• 5+ years of delivery experience, with at least 4 years as a Scrum Master or Squad Lead.
• Proven success leading mixed squads in a government context.
• Bilingual in Arabic and English, with strong communication skills.
• Solid technical background to understand architecture and code at a high level.
• Experience managing multi‑squad programs and cross‑squad dependencies.

Required skills

• Scrum, Kanban, SAFe or LeSS frameworks.
• Agile tooling: Jira, Confluence, Azure DevOps, Miro, Mural.
• CI/CD pipelines, automated testing, peer‑code review.
