Business Development Manager – Construction

About the role

Shelter Construction is looking for a Business Development Manager to lead the expansion of its construction business across Qatar. The role focuses on identifying high‑value projects, building strong client relationships and driving revenue growth in the construction, infrastructure and engineering sectors.

Key responsibilities

  • Develop and execute business development strategies aligned with company growth and revenue targets.
  • Identify, evaluate and pursue new opportunities across construction, infrastructure and engineering.
  • Monitor market trends, competitor activity and emerging opportunities.
  • Build and maintain relationships with clients, developers, consultants, PMCs and government authorities.
  • Identify upcoming projects and position the company early in the procurement cycle.
  • Secure pre‑qualification opportunities, tenders, RFPs and negotiated contracts.
  • Collaborate with estimation, commercial, contracts, procurement and operations teams to prepare winning proposals.
  • Manage opportunity pipelines and ensure timely follow‑up on prospective projects.
  • Lead commercial negotiations and contribute to revenue generation and profitability.
  • Develop strategic alliances and represent the company at industry events and conferences.
  • Maintain a database of clients, opportunities and market intelligence and produce pipeline and sales forecasts.

Required profile

  • Proven track record in project acquisition and business development within the construction industry.
  • Strong network of contacts with clients, consultants, developers and government stakeholders in Qatar.
  • Bachelor’s degree in Business Administration, Marketing or a related field.
  • Commercially astute with ability to negotiate and close high‑value contracts.
  • Strategic thinker with excellent relationship‑building skills.
