Head of HR Operations – EMEA & APAC

About the role

We are looking for a senior HR Operations leader to manage complex, multi‑country HR services across EMEA and APAC. Based in Qatar, the role ensures compliance, efficiency and scalability while aligning global standards with local employment legislation.

Key responsibilities

• Lead HR Operations across multiple international jurisdictions.
• Ensure compliance with local employment legislation and HR governance.
• Translate local requirements into scalable global HR processes.
• Drive HR process standardisation, Employee Self‑Service (ESS), Manager Self‑Service (MSS), automation and digital transformation.
• Advise on restructures, workforce transitions and complex operational HR matters.
• Partner with HR Business Partners, Legal, Payroll, Finance and Centres of Excellence.
• Maintain strong HR data, audit, governance and operational controls.
• Identify regional HR risks and implement mitigation strategies.
• Lead continuous improvement across HR service delivery and guide a small HR Operations team.

Required profile

• Significant multi‑country HR Operations experience across EMEA and APAC/Asia.
• Strong knowledge of international employment legislation and compliance.
• Experience in complex multinational organisations.
• Bachelor’s degree in HR, Business, Law or a related field.
• Fluent English; Arabic preferred but not essential.
• Willingness to work full‑time on‑site in Qatar.
