Head of Quality, Health, Safety & Environment (QHSE)

About the role

The Head of QHSE will lead all Quality, Health, Safety and Environmental activities for IS projects, ensuring full compliance with QatarEnergy corporate procedures, departmental guidelines and IMS certification requirements. This senior position provides strategic oversight and drives the implementation of QHSE systems across offshore oil & gas projects.

Key responsibilities

• Direct and manage Quality Management, Quality Assurance, Health, Safety and Environmental functions for all IS projects.
• Ensure projects comply with QatarEnergy corporate procedures, departmental guidelines and IMS standards.
• Oversee development and implementation of QHSE plans, risk registers, environmental assessments and quality/HSE studies.
• Lead incident investigations, NCR/CAR management, audits and inspections, and ensure effective closure of corrective and preventive actions.
• Manage and develop high‑performing QHSE teams, providing coaching and performance oversight.
• Coordinate with regulators and ensure adherence to all relevant HSE regulations and international codes.

Required profile

• Minimum 20 years experience in Quality & HSE management within offshore oil & gas projects, including at least 5 years in a senior QHSE role.
• Bachelor’s degree in Mechanical Engineering.
• IRCA‑approved Lead Auditor for ISO 9001, ISO 45001 or ISO 14001.
• Project management certification (PMI/APM) and additional quality credentials (ISO, API, ASME) are desirable.
• Strong knowledge of QHSE regulations, international standards and major O&G codes (e.g., Shell DEPs).
• High proficiency in English, Gulf‑region experience preferred.
