Project Programmer

About the role

The Project Programmer supports the Requirements and Optimization (R&O) team by turning inspection and estimate data into actionable engineering project plans. You will work closely with engineers, planners, and Airfield Management to ensure projects are properly programmed, cost‑estimated, and aligned with operational priorities.

Key responsibilities

• Use work orders, inspection data, and asset‑management tools to program new civil construction and infrastructure projects.
• Coordinate with stakeholders, base agencies, and squadrons to capture project requirements and integrate them into priority lists.
• Assist engineers in preparing and adjusting cost estimates using RSMeans.
• Collaborate with Airfield Management to phase runway and taxiway projects according to flight requirements.
• Manage work orders and support the Community Planner and Flight Commander in building Integrated Priority Lists.

Required profile

• B.S. in Engineering, Architecture, Master Planning or Construction Management.
• Minimum 7 years of experience supporting base engineering operations.
• Knowledge of engineering principles, project programming, and ability to read plans and drawings.
• Experience supervising engineering, maintenance, or inspection staff.
• Secret DoD security clearance (minimal travel required).

Required skills

• RSMeans software for cost estimating.
• TRIRIGA for work‑order organization and coordination.
• Project Management Professional (PMP) certification (preferred).
• Cost estimating and project programming.
