Engineering Manager – Project Development

About the role

Energy QATAR is looking for an Engineering Manager based in Doha / Ras Laffan to plan, manage and lead the project development of identified and approved projects, from data collation and conception to handover. The role ensures alignment with industrial best practice, Energy guidelines and stakeholder expectations, in line with the project's vision and business strategy.

Key responsibilities

• Contribute to strategies for implementing project phases and execution philosophies, and lead the initial project concept, scope and feasibility study with the Planning team.
• Organize and manage subordinates and contractors so that work follows operating procedures and policies.
• Help prepare the project budget with the cost estimation team and monitor financial performance against it.
• Recommend improvements to departmental procedures and ensure procedural and legislative requirements are met.
• Manage the design review of consultants' and contractors' concepts, drawings, specifications, tenders and submittals against Energy QATAR standards and project briefs.
• Determine project resourcing, identify risks and prepare contingency plans, and lead material, equipment and labour costing.
• Lead vendor selection and coordinate with vendors on design and execution.
• Collect, validate and analyse project progress data to highlight variances and keep senior executives confident.
• Guide teams and contractors to contractual milestones, quality measures and the allocated budget, covering engineering, construction, procurement, permits, contracting, construction management and commissioning.

Required profile

• Bachelor's degree in Mechanical, Electrical or Civil Engineering from a recognised institution.
• A professional Project Management qualification from a globally recognised institute is preferred.
• 10+ years total, including 8 years in project engineering management in a large energy-sector manufacturing facility, with at least 4 years in progressively more senior managerial roles.
• Experience managing vendor and contractor relationships.

Required skills

• In-depth knowledge of PM systems integration, project whole-life processes, validation and verification techniques.
• Ability to identify critical paths and set project milestones.
• Resource estimation (manpower, materials, finance) and understanding of project cash flow management.
