Government Affairs Manager / Director – Syria

About the role

We are seeking a senior Government Affairs Manager/Director to lead our government relations and regulatory compliance activities for operations in Syria. The role serves as the primary liaison with government authorities, ensuring approvals, compliance and effective stakeholder engagement.

Key responsibilities

• Build and maintain relationships with Syrian government authorities and regulatory bodies.
• Obtain and manage approvals, permits and official submissions required for company operations.
• Ensure compliance with local laws, PSAs, shareholder agreements and other contractual obligations.
• Support senior leadership in negotiations and discussions with government entities.
• Monitor regulatory developments, assess associated risks and advise internal teams.
• Coordinate cross‑functional compliance and governance matters.
• Prepare and present reports on government affairs, compliance status and risk assessments.

Required profile

• Bachelor’s degree in a relevant field.
• Minimum 10 years of experience in government affairs, legal or compliance roles.
• Proven experience in the energy, oil & gas or infrastructure sectors.
• Deep knowledge of the Syrian regulatory environment.

Required skills

• Strong government and stakeholder management capabilities.
• Solid understanding of regulatory and compliance frameworks.
• Experience with contract management, particularly PSAs and agreements.
• Advanced negotiation and influencing skills.
• Risk assessment and problem‑solving abilities.
• High integrity and ethical standards.
• Fluent communication in Arabic and English.
