Head of Legal

About the role

The Head of Legal leads QNCC’s Legal Section, providing strategic legal advice and risk management across all business activities, including cement manufacturing, quarry operations, construction projects, procurement, and corporate governance. The role safeguards the company’s legal interests, ensures regulatory compliance, and supports the organization’s strategic objectives.

Key responsibilities

• Develop and implement the Legal Section strategy, policies and procedures aligned with corporate goals.
• Provide strategic legal counsel to the CEO and executive team on investments, projects and commercial matters.
• Establish a legal risk management framework to identify, assess and mitigate contractual and regulatory risks.
• Support major capital projects, plant expansions and quarry developments with legal oversight.
• Draft, review, negotiate and manage all contracts, tenders, service and consultancy agreements.
• Manage litigation, arbitration, labor disputes, insurance claims and regulatory investigations.
• Coordinate external counsel and oversee all external legal matters.
• Advise on quarry operations, land use, environmental permits and governmental approvals.
• Monitor changes in Qatar laws and advise management on impacts.
• Maintain legal records, contract registers and litigation documentation.
• Represent QNCC before courts, arbitration tribunals and regulatory bodies.

Required profile

• Law degree with full qualification to practice in Qatar or comparable jurisdiction.
• Extensive experience in corporate, construction, industrial and regulatory law.
• Proven leadership of a legal team in a large, diversified organization.
• Strong understanding of Qatar’s legal and regulatory environment.
• Excellent communication skills in English; Arabic is a plus.
