HSE Officer – Rail & Transport Infrastructure (Lusail, Qatar)

About the role

SEGULA Technologies is looking for experienced HSE Officers to join a 15‑month rail and transport infrastructure project in Lusail, Qatar. Reporting to the Project HSE Manager, you will ensure health, safety and environmental compliance across all site activities, working closely with workers, supervisors, subcontractors and project managers.

Key responsibilities

• Implement and monitor the project HSE plan, policies and procedures.
• Carry out daily site inspections to identify unsafe acts, conditions and environmental non‑conformities.
• Monitor high‑risk construction and railway activities such as work at height, excavation, lifting, confined‑space entry, hot works, electrical work, vehicle movements and hazardous substances.
• Verify that control measures are in place before work starts and review risk assessments, method statements and job safety analyses.
• Manage Permit‑to‑Work processes and ensure compliance.
• Deliver HSE inductions, toolbox talks and safety briefings to employees and subcontractors.
• Investigate accidents, incidents, near‑misses and environmental events, prepare reports and follow up on corrective actions.
• Maintain accurate HSE records, inspection reports, training and Permit‑to‑Work documentation.
• Prepare daily, weekly and monthly HSE performance reports.
• Support emergency‑preparedness planning, drills and inspection of emergency equipment.

Required profile

• Proven experience as an HSE Officer or Safety Officer on rail, transport or large‑scale construction projects.
• Strong knowledge of local Qatari legislation, international HSE standards and industry best practices.
• Ability to work onsite full‑time and interact effectively with a diverse workforce.
• Experience conducting site inspections, risk assessments and incident investigations.
• Excellent communication skills for delivering inductions, toolbox talks and safety briefings.
