Manpower Planning & Recruitment Specialist

About the role

The Organization Development & Workforce Planning Specialist supports organizational design, strategic workforce planning and job evaluation across QSE, ensuring the structure, roles and headcount remain aligned with business strategy. The role combines analysis with execution, maintaining workforce data and dashboards, building the annual manpower plan, evaluating and grading positions, and supporting HR policy development. It requires a professional comfortable challenging assumptions with evidence and presenting recommendations to senior management.

Key responsibilities

• Review and refine departmental structures, advise on spans of control, and maintain organizational charts and position records.
• Build and maintain the annual manpower plan, analyze workforce data, forecast headcount needs, and monitor Qatarization targets.
• Conduct detailed job evaluations, manage grade adjustments, and support implementation of band frameworks.
• Develop and maintain workforce dashboards and reports using Excel and Power BI, covering organizational health indicators.
• Research, benchmark, and update HR policies, maintaining a version‑controlled policy repository.

Required profile

• Bachelor’s degree in Human Resources, Business Administration or related field; certification in job evaluation methodology or CIPD is an advantage.
• 7–10 years of experience in organization development, workforce planning, or job evaluation.
• Hands‑on experience building annual manpower plans and applying recognized job evaluation methodologies.
• Strong analytical skills with advanced Excel proficiency and experience creating workforce dashboards.
• Familiarity with Qatarization requirements and Qatar labour law.
