Organizational Design Lead

About the role

Lead the development and execution of workforce planning and organization design strategies to align manpower, structure and resources with HBKU’s strategic objectives. The role ensures data‑driven decision‑making, effective manpower utilization and sustainable organizational design across all university business units.

Key responsibilities

• Lead and manage the annual manpower budgeting process, ensuring timely collection, validation and presentation of data.
• Collaborate with HBKU HR focal points and business leaders to develop and implement annual and long‑term workforce plans.
• Provide expert, data‑driven recommendations on headcount planning, budget allocation and manpower utilization analytics.
• Assess unbudgeted and additional headcount requests through justification analyses.
• Support the development of policies and procedures for organizational design and workforce planning.
• Ensure all manpower requisitions and staff movements comply with approved structures and policies.
• Facilitate quarterly staff cost forecasts in coordination with relevant business units.
• Design and implement organization development initiatives such as restructuring and job redesign.

Required profile

• Bachelor’s degree in Human Resources, Business Administration or a related field.
• 6‑8 years of experience specializing in organizational design and workforce planning.
• Professional HR qualifications (e.g., CIPD, SHRM) are preferred.

Required skills

• Hands‑on experience with job evaluation systems and methodology.
• Strong knowledge of organizational design principles and workforce planning methodologies.
• Proficiency in HR analytics and workforce planning tools.
• Experience with ERP modules such as Oracle EPM and SAP.
