Payroll Manager – Multi‑Entity & International Compliance

About the role

We are seeking a Payroll Manager to lead end‑to‑end payroll operations for multiple entities within UCC Holding Group in Doha, Qatar. The role ensures accurate, timely and compliant payroll delivery across Qatar and Kazakhstan, while supporting finance reconciliation and audit activities.

Key responsibilities

• Own the full monthly payroll cycle – data collection, validation, processing, approvals, disbursement and WPS submission.
• Manage payroll components such as salaries, allowances, deductions, overtime, bonuses, leave settlements and end‑of‑service benefits.
• Ensure compliance with Qatar WPS, QFC obligations and statutory contributions, as well as Kazakhstan income‑tax, pension and social‑security reporting.
• Establish payroll controls, approval workflows, audit trails and documentation of compliance processes.
• Reconcile payroll with Finance, support accruals, provisions and payroll accounting entries.
• Lead payroll transition projects, including system migrations, parallel runs and data validation.
• Assist internal and external audits, statutory inspections and regulatory reviews.
• Maintain confidentiality and data protection of all employee payroll information.
• Address employee payroll queries and ensure prompt resolution.

Required profile

• Bachelor’s degree in Accounting, Finance or related field.
• Minimum 8 years of payroll experience with multi‑entity responsibility.
• Hands‑on experience with Qatar WPS payroll.
• Experience with Kazakhstan or CIS payroll and tax regulations (highly advantageous).
• Professional certification such as ACCA, CMA or equivalent preferred.
• Fluent English; Russian required for Kazakhstan stakeholder interaction.
• High integrity, attention to detail and ability to meet strict monthly deadlines.
