Programme Officer – Qatar Country Programme

About the role

The Programme Officer will manage, coordinate and oversee the IOM Qatar Country Programme, ensuring effective development and implementation of migration‑related projects.

Key responsibilities

• Exercise administrative, operational and financial management for programme projects.
• Provide guidance and technical supervision to national and international staff.
• Build and maintain relationships with UN agencies, governments, NGOs and private partners.
• Identify priorities, design new projects and align them with donor requirements.
• Prepare and submit high‑quality programme reports and donor briefs.
• Oversee monitoring and evaluation framework and ensure compliance with IOM policies.
• Supervise staff, deliver trainings and mentor programme personnel.
• Coordinate development of SOPs, assessment tools and data collection mechanisms.

Required profile

• Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business/Public Administration or related field with at least five years relevant experience (or equivalent university degree with seven years experience).
• Proven experience in programme conceptualisation, development, monitoring, reporting and evaluation.
• Experience liaising with governmental, diplomatic and international institutions.
• Experience organising high‑level consultations, workshops and seminars.

Required skills

• In‑depth knowledge of migration‑related issues.
• Familiarity with financial and business administration.
• Understanding of UN and bilateral donor programming.
