Senior Civil Engineer – Outsourced Role

About the role

We are seeking an experienced Senior Civil Engineer to lead civil engineering operations, contractor performance, and asset integrity for premier developments in Lusail City. This outsourced position oversees installation, maintenance, and repair activities while ensuring compliance with local regulations.

Key responsibilities

• Lead and manage civil works of contractors, including performance management, KPI assessment, budgeting and cost control.
• Direct facilities management and maintenance of all civil works to provide a safe environment for residents and visitors.
• Review, inspect and ensure compliance of development works, off‑structure and enabling works, and BCC clearances against approved plans and Qatari requirements.
• Coordinate resolution of technical issues, protect public safety, and verify that submissions align with authority approvals.
• Conduct periodic inspections, assess as‑built drawings, and manage civil repair and maintenance tasks performed by contractors.

Required profile

• 5+ years of experience in civil engineering with at least 4 years in a progressive senior role.
• In‑depth knowledge of Qatar/GCC real‑estate market dynamics, regulatory environment and relevant authority standards.
• Valid QID, MMUP/UPDA and Qatari driving licence.
• Strong ability to liaise with senior engineers, departments and external stakeholders.

Required skills

• Knowledge of Qatar Construction Specifications (QCS) and local regulations (QHDM, Lusail City Guidelines, QTCM, QTM, WZTM, QPCM, QPMP, Road Planning, Qatar Parking Design Manual, Drainage Design Manual, Water Network Design Guidelines).
• Experience with BCC, building permit and completion processes, inspection documentation and digital case‑management systems.
• Technical expertise in civil engineering review, method statements, temporary works, excavation, shoring, de‑watering and site logistics.
• Ability to develop and validate civil activity budgets, PPM schedules and maintenance plans.
