Head of Accounts Payables (Qatarization)

About the role

The Head of Accounts Payables will lead the entire AP function, ensuring accurate and timely processing of supplier invoices, pre‑payments, expense claims and period‑end activities in line with Ministry of Public Health (MOPH) policies and international standards. This senior position also supports the Finance Director in shaping departmental strategy and maintaining strong internal controls.

Key responsibilities

• Develop and implement AP strategies, policies and procedures aligned with organisational goals.
• Oversee supplier master data updates, invoice verification (with or without PO) and approval workflows.
• Review and approve pre‑payment invoices, expense claim invoices and payment registers.
• Manage petty‑cash reconciliation, investigate discrepancies and approve replenishment forms.
• Ensure compliance with MOPH policies, regulatory requirements and international accounting standards.
• Lead the AP period‑end close, perform account analysis and maintain GL integrity.
• Provide accurate information to internal and external auditors as required.
• Supervise and develop AP staff, conduct performance reviews and advise on hiring and promotions.
• Maintain confidentiality of commercially sensitive information.
• Support the Finance Director on ad‑hoc AP matters and other duties as needed.

Required profile

• Bachelor’s degree in Business Administration, Financial Management or Accounting (preferred).
• Relevant professional certification or licensure (if any).
• Extensive experience in accounts payable management, preferably in a public‑sector or large‑organisation environment.
• Strong knowledge of financial policies, regulatory requirements and international reporting standards.
• Proven leadership and team‑management capabilities.
