Housing and Settlement Expert

About the role

We are seeking a Housing and Settlement Expert to lead the housing component of a large building construction and land‑water transport infrastructure project in Rwanda. The role involves shaping housing strategies, overseeing resettlement schemes and ensuring integration with broader urban development plans.

Key responsibilities

• Develop and implement housing policies and settlement plans aligned with project objectives.
• Conduct feasibility studies and integrate housing solutions into urban infrastructure frameworks.
• Lead stakeholder engagement, community participation and capacity‑building initiatives.
• Oversee donor‑funded housing programmes and ensure compliance with funding requirements.
• Provide senior advisory support to project leadership on housing and resettlement matters.

Required profile

• Master’s degree in Housing Development, Urban Planning, Architecture or a related field.
• Minimum 10 years of experience in housing development, settlement planning or infrastructure projects.
• At least 5 years in a senior advisory or leadership role on housing strategies.
• Proven experience with housing programmes, resettlement schemes and community‑based settlement initiatives.
• Experience in policy development, feasibility studies and integration of housing projects into urban frameworks.
• Strong background in stakeholder engagement and capacity building.
• Prior experience with donor‑funded projects is highly desirable.
