HSE Officer – Infrastructure Projects

About the role

Parsons is seeking an HSE Officer to join its Qatar team, supporting landscape, infrastructure and utilities projects. The role is site‑based and focuses on monitoring, improving and ensuring health, safety and environmental performance across multiple work areas.

Key responsibilities

• Assist the Safety Manager (or Senior Safety Specialist) in implementing the site safety plan in line with corporate policy and regional regulations.
• Administer the job safety program, conduct regular audits and inspections of work areas, machinery, equipment and conditions.
• Monitor contractor safety performance and ensure compliance with Parsons’ ESHARP Management and Corporate Safety & Health Processes.
• Report non‑compliance incidents, recommend corrective actions and follow up on implementation.
• Maintain records of safety audits, inspections, accident analysis and prepare required HSE reports.
• Manage inventory of first‑aid, safety and fire equipment; act as first‑aid attendant where certified.
• Deliver new‑hire safety orientations, daily safety huddles, weekly toolbox talks and specialist HSE training (e.g., confined space, work at height, defensive driving).
• Participate in internal safety reviews, site inspections and incident investigations.

Required profile

• Site‑based professional with experience in health, safety and environmental (HSE) functions on construction or infrastructure projects.
• Familiarity with regional safety regulations, occupational health standards and PPE requirements.
• Ability to conduct audits, inspections and incident investigations independently.
• Strong communication skills to coordinate with contractors, client representatives and internal teams.
