Legal Manager

About the role

The Legal Manager will serve as the primary internal legal advisor for a regulated utilities and infrastructure business in Qatar. The role combines commercial acumen with deep legal expertise to manage risk, ensure regulatory compliance, and support large‑scale projects across distribution, procurement and corporate governance.

Key responsibilities

• Provide day‑to‑day legal support to business units, including distribution (DC and gas), infrastructure development, procurement and regulatory compliance.
• Handle regulatory matters, reporting and licensing, and ensure adherence to utility regulations and concession agreements.
• Manage disputes, claims and litigation, including arbitration and alternative dispute resolution.
• Support corporate governance, board matters and risk management, and report legal risks to the General Counsel.
• Assist Contracts and Procurement with contract drafting, breach management, termination processes and third‑party contractor issues.
• Review employment and HR related legal items and evaluate agreements for risk mitigation.

Required profile

• Bachelor’s degree in law from a reputable university and admission to practice in a common‑law or civil‑law jurisdiction.
• 8‑12 years of post‑qualification legal experience, with at least 3‑5 years in‑house or private‑practice experience in utilities, energy, water, infrastructure or regulated services.
• Demonstrated ability to interpret legislation into actionable compliance measures and to advise senior stakeholders.
• Prior supervisory or people‑management experience is preferred.
