Pillar Two Expert – Tax Authority

About the role

The Pillar Two Expert will lead the technical tax implementation of the OECD/G20 Pillar Two rules for the Qatar Tax Authority. The role ensures that Qatar’s legislation, compliance processes and public communications align with international standards while supporting a business‑friendly environment.

Key responsibilities

• Provide technical tax support for Pillar Two implementation, including policy development and legislative drafting.
• Research and develop Qatar‑specific policy positions, benchmarked against international best practices.
• Collaborate with the Tax Policies Department to prepare legislative instruments and administrative decisions.
• Represent the Tax Authority in international forums such as the Inclusive Framework meetings.
• Identify and design business processes required for registration, reporting, advance payments, assessments, audits and dispute resolution under Pillar Two.
• Review Business Requirement Documents (BRDs) and support system testing (UAT) to ensure alignment with requirements and industry standards.
• Prepare taxpayer guides, internal operating procedures and public‑awareness materials (FAQs, press releases, social media content).
• Engage with taxpayers and stakeholders to promote understanding and compliance with the new rules.

Required profile

• Advanced degree in Tax Law, Economics, Public Policy or a related field.
• Extensive experience in international tax matters, preferably with OECD/G20 Pillar Two frameworks.
• Proven track record in policy analysis, legislative drafting and stakeholder engagement.
• Strong understanding of tax administration processes, compliance enforcement and information exchange.
• Excellent written and verbal communication skills in English.
