Procurement Manager

About the role

The Procurement Manager leads the end‑to‑end procurement function for Shelter Group’s construction portfolio across the GCC. The role ensures strategic sourcing, supplier relationship management, and alignment of procurement activities with project delivery goals, while upholding performance, quality and compliance standards.

Key responsibilities

• Develop and implement project‑specific procurement strategies aligned with execution milestones and budget controls.
• Lead strategic sourcing initiatives to improve cost efficiency, supplier competitiveness and risk mitigation.
• Conduct market analysis, vendor benchmarking and cost‑trend monitoring to inform procurement decisions.
• Oversee the full procurement lifecycle – tendering, pre‑qualification, bid evaluation, negotiation, contract award and administration.
• Ensure transparent, auditable procurement decisions that comply with local regulations and company policies.
• Manage contract administration, including FIDIC or equivalent construction contracts, and coordinate with legal and project teams on disputes and variations.
• Build and maintain a high‑performing network of suppliers and subcontractors across Qatar, KSA and the UAE, conducting performance reviews and KPI tracking.
• Enforce statutory, contractual and regulatory obligations for all subcontractors.

Required profile

• Strong commercial acumen and regulatory awareness.
• Leadership capability to drive cross‑functional collaboration.
• Experience managing procurement in multi‑site construction environments across Qatar, KSA and the UAE.
• Knowledge of FIDIC or equivalent construction contracts.
