Procurement & Supply Chain Management Expert

About the role

An international consultancy is looking for a senior Procurement & Supply Chain Management Expert to support a large‑scale building construction, land and water transport infrastructure project in Rwanda. The role will oversee all procurement activities, ensure compliance with national and donor regulations, and drive efficient supply chain performance.

Key responsibilities

• Lead the full procurement cycle, from tender preparation to contract award and administration.
• Manage public procurement processes in line with Rwanda’s procurement laws and donor requirements (World Bank, AfDB, etc.).
• Coordinate logistics, monitor supplier performance, and ensure timely delivery of goods and services.
• Oversee contract management, including monitoring milestones, payments, and compliance.
• Collaborate with multi‑stakeholder teams, including government agencies and international donors.

Required profile

• Master’s degree in Procurement, Supply Chain Management, Business Administration, Economics or related field.
• Professional certification such as CIPS or equivalent is highly desirable.
• Minimum 10 years of experience in procurement and supply chain management, preferably on large infrastructure projects.
• Proven experience with public procurement, tendering, bid evaluation, and donor‑funded procurement procedures.
• Strong knowledge of national procurement legislation and international donor guidelines.
