Programme Officer – Qatar Country Programme

About the role

The International Organization for Migration (IOM) is seeking a Programme Officer to manage and coordinate the Qatar Country Programme. Reporting to the Chief of Mission, the officer will oversee programme development, implementation support, government liaison and partnership engagement across migration‑related priorities.

Key responsibilities

• Manage, coordinate and oversee all activities of the Qatar Country Programme.
• Develop, monitor, report on and evaluate migration‑related programmes.
• Lead capacity‑building initiatives and provide technical support to partners.
• Organise consultations, workshops and seminars with high‑level stakeholders.
• Liaise with governmental, diplomatic and international institutions to ensure effective programme delivery.

Required profile

• Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business/Public Administration or related field with at least five years of relevant experience, or a university degree with seven years of experience.
• Proven experience in programme conceptualisation, development, monitoring, reporting and evaluation.
• Demonstrated ability to work with government counterparts, UN agencies, NGOs and private‑sector partners.

Required skills

• In‑depth knowledge of migration issues, labour migration patterns and border management in the GCC region.
• Familiarity with financial and business administration, human and financial resource management.
• Excellent analytical, writing and information‑management skills.
• Fluency in English and Arabic (oral and written); working knowledge of French or another UN language is an advantage.
