Senior Manager – Sanctions Governance

About the role

The Senior Manager, Sanctions Governance leads the design, development, implementation and monitoring of the bank‑wide sanctions compliance and trade‑based money laundering programmes at Commercial Bank of Qatar. Reporting to senior leadership, the role oversees a team that analyses sanctions alerts, manages screening tools and advises on high‑risk transactions.

Key responsibilities

• Lead and manage a team responsible for timely analysis of sanctions alerts.
• Oversee performance, monitoring and testing of sanction screening tools such as Firco Continuity, Firco Trust, Firco Multi‑Law System and Firco List Management System.
• Handle correspondent banking queries related to OFAC, EU, UK, UN, NCTC and other international sanctions.
• Identify and monitor the latest sanctions guidelines from international bodies and keep the bank updated.
• Advise senior management and cross‑functional divisions on sanction trends, emerging issues and remediation actions.
• Provide guidance to top management on high‑risk transactions and sanction‑related matters.
• Liaise with external legal consultants and regulatory authorities such as Qatar Central Bank (QFIU) and NAMLC as required.
• Recommend enhancements to existing controls, identify training needs and ensure proper maintenance of internal sanctions watch‑lists.
• Analyse legal and reputational risks of high‑risk transactions, client onboarding and periodic reviews, and develop mitigating strategies.

Required profile

• Proven leadership experience managing a sanctions compliance team.
• In‑depth knowledge of international sanctions regimes (OFAC, EU, UK, UN, NCTC).
• Strong ability to interact with senior management and cross‑functional stakeholders.
• Experience handling correspondent banking queries and regulatory liaison.
• Capability to assess legal and reputational risks and devise mitigation measures.
