GIS Developer – Operational Digital Twin

About the role

Parsons is looking for a GIS Developer to support the end‑to‑end delivery of a large‑scale Operational Digital Twin programme for a major national infrastructure owner in the Middle East. The role will work closely with the GIS Development Lead and an international team of experts to design, build, and operationalise a geospatial platform that integrates real‑time IoT/SCADA feeds, asset data and core enterprise systems.

Key responsibilities

• Assist the GIS Development Lead in configuring and developing GIS components across discovery, design, proof‑of‑concept, implementation and post‑implementation phases.
• Publish map services, feature services, web maps and web/mobile GIS applications using ArcGIS Enterprise, ArcGIS Online and ArcGIS Pro.
• Develop and maintain geoprocessing tools, scripts and automation routines for data loading, transformation, validation and analysis.
• Support integration testing between ArcGIS and enterprise systems such as EAM/CMMS, ERP, BIM, SCADA/IoT and data warehouses/lakes.
• Implement and maintain GIS data models, including spatial, time‑series and asset/linear network datasets.
• Perform testing, performance tuning and optimisation of GIS services to meet availability, responsiveness, scalability and security requirements.
• Prepare technical documentation, configuration records and operational runbooks, and provide post‑go‑live support.

Required profile

• Degree in GIS, Computer Science, Engineering or a related technical discipline.
• Experience configuring and publishing GIS services on the Esri ArcGIS platform.
• Proven ability to develop geoprocessing tools and automation scripts.
• Familiarity with integrating GIS with enterprise systems (EAM/CMMS, ERP, BIM, SCADA/IoT, data warehouses or lakes).
• Strong understanding of GIS data modelling, including spatial and time‑series datasets.
