Head of Tendering & Estimation

About the role

A leading international main contractor in Qatar is looking for a senior Head of Tendering & Estimation to lead its pre‑contracts and estimating function. The role will drive bid strategies for large‑scale, complex projects and ensure commercial excellence across the tender process.

Key responsibilities

• Lead the tender and estimation team and manage the full bid lifecycle.
• Develop winning bid strategies and maximise commercial returns.
• Oversee quantity take‑offs, Bill of Quantities (BOQ) preparation and CCS estimating.
• Prepare and review detailed RFQ packages, specifications, drawings and scopes.
• Lead technical and commercial evaluations of subcontractor and supplier proposals.
• Ensure pricing, contractual terms, risks, preliminaries, OH&P, escalation and finance are fully captured.
• Present tender strategies, risks and recommendations to the Tender Committee and Board.
• Manage tender KPIs, margins, win rates and submission deadlines.
• Build and retain a high‑performing tendering team.

Required profile

• BSc Civil Engineering from a UK/US‑accredited university.
• Strong background with an international Tier 1 main contractor.
• Extensive GCC experience, including tendering USD 200M+ projects.
• Experience across airports, rail, bridges, data centres, luxury hotels/residences, high‑rise towers, ports or military projects.
• Proven leadership in a major pre‑contracts/tendering function.
