Proposal Manager

About the role

The Proposal Manager will lead the preparation, coordination and submission of technical and commercial proposals for EPC, infrastructure, industrial and construction projects. This role oversees the full tender lifecycle, ensuring competitive bids that meet client and company requirements.

Key responsibilities

• Lead end‑to‑end tender processes from invitation to final submission, reviewing ITTs, RFPs, RFQs and specifications.
• Develop bid execution plans, submission schedules and win strategies while ensuring compliance.
• Direct quantity take‑offs (QTO) and cost estimates, validating material, labour, equipment and subcontractor costs.
• Coordinate pricing strategies to produce commercially competitive proposals.
• Collaborate with engineering, procurement, construction, finance and project controls to develop technical proposals, execution methodologies and staffing plans.
• Review commercial terms, contractual conditions and tender qualifications, identifying exposures and mitigation measures.
• Conduct risk assessments across technical, commercial and operational dimensions and propose mitigation plans.
• Liaise with clients, consultants, JV partners, subcontractors and suppliers; lead bid clarification meetings and internal reviews.
• Prepare and deliver executive summaries, management presentations and bid review reports to senior management.

Required profile

• Bachelor’s degree in Civil Engineering (required).
• Master’s degree in Construction Management, Engineering or Business Administration (advantage).
