SME National Digital Inclusion Specialist

About the role

We are seeking an SME National Digital Inclusion Specialist to design and implement a national‑scale Digital Inclusion Framework for a major client in Doha, Qatar. The role focuses on bridging the digital divide by developing policies, standards and measurement tools that promote equitable access to ICT services across the country.

Key responsibilities

• Design and launch a comprehensive Digital Inclusion Framework aligned with Qatar’s national digital transformation strategy.
• Develop National Digital Inclusion Indices and benchmark societal digital maturity.
• Conduct public policy design, stakeholder mapping and inclusive‑design workshops.
• Coordinate high‑level partnerships with government agencies (MCIT, CRA), telecom operators and NGOs such as the Mada Center.
• Ensure compliance with ICT accessibility standards (WCAG 2.2, EN 301 549) and international digital equity guidelines (UNESCO/ITU).

Required profile

• Master’s degree in Public Policy, Social Sciences, Technology Management or a related field.
• Minimum five years of experience in GCC public‑sector or government advisory projects.
• CPACC or IAAP certification is highly preferred.

Required skills

• Deep knowledge of national digital transformation strategies and ICT accessibility standards (WCAG 2.2, EN 301 549).
• Proven ability to design Digital Inclusion Indices and benchmark digital maturity.
• Hands‑on experience with public policy design, stakeholder mapping and inclusive‑design principles.
• Strong partnership management with government, private sector and NGOs.
