Sr. Learning & Development Specialist

About the role

The Senior Learning & Development Specialist will lead the design, delivery, and administration of comprehensive L&D programs aligned with corporate, client, and regulatory requirements. Reporting to the L&D Supervisor, you will ensure that training initiatives support performance, Qatarisation, ethics, and compliance goals.

Key responsibilities

• Conduct training needs analysis and job criticality assessments for all personnel.
• Develop and monitor professional development plans for national employees.
• Design performance improvement plans and career ladders in partnership with HR Business Partners.
• Prepare and manage the annual L&D budget, ensuring alignment with strategic objectives.
• Create and deliver training materials (presentations, e‑learning modules, assessments, job aids) and upload them to the LMS.
• Facilitate classroom, virtual, and on‑the‑job training using blended learning models, including Oracle Fusion Learning.
• Design and implement Qatarisation, ethics, and compliance training programs.
• Maintain training calendars, records, and dashboards; support audits and competency certification processes.
• Evaluate training effectiveness and recommend continuous improvements.

Required profile

• Proven experience in learning and development, preferably in a senior or lead capacity.
• Strong understanding of training design, needs analysis, and performance improvement.
• Experience managing L&D budgets and reporting on program outcomes.
• Ability to collaborate with HR partners, line managers, and cross‑functional teams.
