Stakeholder Manager – Operational Digital Twin

About the role

Parsons is looking for a Stakeholder Manager to support the end‑to‑end delivery of a large‑scale Operational Digital Twin programme for a national infrastructure owner in the Middle East. The role will work closely with the Product Manager, Project Management team and a multidisciplinary group of international experts to ensure effective stakeholder engagement throughout discovery, design, implementation and post‑deployment phases.

Key responsibilities

• Map and maintain the stakeholder landscape, including client departments, external agencies and delivery partners.
• Plan, coordinate and facilitate stakeholder engagement activities such as workshops, interviews, steering committees and working groups.
• Prepare agendas, presentation materials and record decisions and actions.
• Track stakeholder requirements, expectations and concerns and translate them into use cases, requirements and risk items.
• Support the creation and delivery of programme communications tailored to different audiences.
• Assist with change‑management activities, including impact identification, training sessions and adoption tracking.
• Maintain stakeholder registers, communication plans, decision logs and help escalate and resolve stakeholder‑related risks.

Required profile

• Degree in business, communications, engineering, urban planning or a related discipline from an accredited institution.
• Proven experience supporting stakeholder engagement in complex, multi‑disciplinary projects.
