Chief Operating Officer / Executive Director – Large‑Scale Development

About the role

The Executive Director will provide strategic and operational leadership for a portfolio of large‑scale construction and real‑estate projects, including high‑rise towers, luxury hotels, mixed‑use developments and commercial assets across the Middle East. Reporting to senior management, the role is accountable for delivering projects safely, on time, within budget and to the highest quality standards while driving growth and profitability.

Key responsibilities

• Develop and execute business strategies aligned with corporate objectives and market expansion plans.
• Oversee all phases of project delivery from concept and design through construction, commissioning and handover.
• Lead budgeting, forecasting, cost control and financial governance for major developments.
• Review and approve contracts, procurement strategies and commercial agreements, identifying value‑engineering opportunities.
• Build and maintain relationships with investors, clients, government authorities, consultants, contractors and operators.
• Mentor multidisciplinary teams, establish governance frameworks and promote a culture of safety, quality and accountability.

Required profile

• Bachelor’s degree in Civil Engineering, Construction Management, Architecture or a related discipline.
• Master’s degree (MBA or equivalent) highly desirable.
• Professional certifications such as PMP, MRICS, CIOB or UPDA are an advantage.
• Minimum 20 years of experience in construction, real‑estate development or infrastructure.
• At least 10 years in a senior leadership role (Executive Director, Operations Director, Development Director or Project Director).
