Data Governance SME – Operational Digital Twin

About the role

Parsons is looking for a Data Governance Subject Matter Expert to support the delivery of a large‑scale Geospatial Operational Digital Twin programme for a national infrastructure owner in the Middle East. The role will work closely with the Product Manager, architects and engineers to define and implement data governance frameworks that ensure trustworthy, well‑governed data across planning, operations and maintenance.

Key responsibilities

• Support the Product Manager and Data & Architecture team in defining data governance objectives, scope and priorities for the Operational Digital Twin.
• Establish and document data governance frameworks, policies, roles and processes, including data ownership, stewardship, issue management and change control.
• Identify and catalogue critical data domains (assets, network, locations, work orders, sensors) and maintain data dictionaries, business glossaries and metadata.
• Define data‑quality rules and KPIs, conduct profiling and assessment, and track remediation actions with stakeholders.
• Coordinate master and reference data management activities with the Data Architect, GIS team and enterprise system owners.
• Ensure compliance with data protection, privacy and security policies by embedding governance requirements into solution design and operations.
• Prepare data‑governance documentation, guidelines and training materials; deliver awareness sessions and workshops for data owners and stewards.

Required profile

• Degree in information management, computer science, engineering or a related field.
• Proven experience in data governance, master data management or metadata management within large‑scale digital or geospatial projects.
• Experience working with cross‑functional teams and stakeholder engagement.
