Head of E&M Transformation Programme

About the role

Parsons is looking for a Head of E&M Transformation Programme to join its team in Doha, Qatar. The role provides direction and management of the programme, ensuring on-schedule completion within or below budget in line with contractual obligations.

Key responsibilities

• Lead and govern the E&M Transformation Programme, setting up governance, accountability, decision-making, controls and reporting.
• Turn the approved E&M Improvement Plan into an integrated programme roadmap and drive implementation across workstreams.
• Align organisational, operational, technical, commercial, systems and behavioural changes and manage interdependencies.
• Coordinate interfaces with QR, RKH, subcontractors and other stakeholders, resolve barriers and turn decisions into action.
• Maintain oversight of progress, risks, issues, dependencies, benefits and decisions, escalating matters needing executive attention.
• Report to the Executive and governance forums and ensure improvements are embedded and handed over to business-as-usual ownership.
• Deliver the listed deliverables, including charter, roadmap, RACI, risk register, executive dashboard and transition plan.

Required profile

• Bachelor's degree in Engineering, Operations, Business, Project Management or a related field.
• At least 12 years of relevant experience in a similar profile on major rail projects.
• Track record of delivering multiple concurrent workstreams in rail, transportation, utilities, aviation, infrastructure or other safety-critical environments.
• Experience engaging senior stakeholders, managing governance forums and preparing executive reports.
• Background in metro, tram, railway concession or operator-maintainer environments.

Required skills

• Practical understanding of railway operations and maintenance, including maintenance delivery, engineering assurance, defect management and asset performance.
• Experience integrating operational, engineering, commercial, digital and organisational initiatives.
• Knowledge of organisational design, operating models or transformation after diagnostic reviews.
• Asset-management or rail-industry qualification is advantageous.
