Lead Cost Manager – Construction & Real Estate

About the role

Turner & Townsend is seeking a Lead Cost Manager to join its growing team in Doha, Qatar. You will be responsible for overseeing cost management across both infrastructure and real‑estate projects, ensuring accurate estimates, effective procurement, and robust contract administration throughout the project lifecycle.

Key responsibilities

• Prepare pre‑ and post‑contract quantity surveying duties, including cost estimates, procurement, tendering, and contract administration.
• Conduct feasibility studies and produce procurement reports.
• Develop and present final cost plans, manage tender processes, and analyse tender submissions.
• Monitor post‑contract cost variances, manage change control, and produce monthly cost reports for clients.
• Negotiate and agree final accounts, and interface with clients and consultants at all stages.
• Lead and mentor a cost management team to deliver the above responsibilities.

Required profile

• Extensive experience in the real‑estate or infrastructure sector within a professional cost consultancy.
• Strong measurement capability for building and infrastructure works.
• Proven track record in interim applications, change management, variation valuation, and extension of time claims.
• Good understanding of construction procurement routes, value management and value engineering.
• Experience in client‑facing roles and delivering high‑quality cost reports.
