Portfolio Manager – Strategic Programs (Qatari National)

About the role

The Portfolio Manager – Strategic Programs will lead large‑scale, high‑impact strategic initiatives for Qatar’s government entities. Reporting to the SBU Chief, the role ensures timely, high‑quality delivery while aligning with national IT vision and regulatory standards.

Key responsibilities

• Collaborate with senior leadership to define, launch and govern strategic programs that reinforce malomatia’s position as the preferred IT partner for the State of Qatar.
• Oversee execution of strategic projects for ministries and government authorities, ensuring excellence in quality assurance and delivery.
• Maintain strong relationships with senior government stakeholders, respond to feedback, and implement corrective actions.
• Identify new service opportunities with government entities and develop rapid‑engagement delivery plans.
• Lead market and technology research to propose innovative solutions supporting Qatar’s digital agenda.
• Work with Resource Management to build a dedicated talent pool for state‑related programs.
• Report progress and value‑creation metrics to the SBU Chief and/or CEO.
• Support talent development initiatives in partnership with CHRO to grow Qatari capabilities.

Required profile

• Bachelor’s degree in Business Administration; MBA with a specialization in Project Management is preferred.
• Professional certification such as PMP is advantageous.
• Proven experience leading large‑scale digital transformation programs.
• Demonstrated success in practice building and team scaling.
• Strong understanding of emerging technologies, automation and modern system management tools.
• Solid knowledge of system and software quality‑assurance standards, best practices and methodologies.
• Qatari nationals are strongly encouraged to apply.
