Proposal Manager

About the role

This commercially critical position leads the end‑to‑end tendering, estimating and proposal process for an industrial services firm in Qatar, covering scaffolding, painting, insulation and refractory services. The role focuses on delivering competitive, technically sound and profitable proposals while safeguarding margins.

Key responsibilities

• Lead full tender and proposal cycles, reviewing scopes, BOQs, drawings, specifications and commercial requirements.
• Prepare and manage detailed estimates and pricing for scaffolding, painting, insulation and refractory works, including cost build‑ups for manpower, materials, equipment, logistics and subcontractors.
• Develop competitive pricing strategies that protect target margins and profitability.
• Coordinate inputs from operations, engineering, procurement, finance and commercial teams.
• Support pre‑bid meetings, site visits, tender clarifications and commercial negotiations.
• Maintain market intelligence on labour, material, rental rates and competitor positioning.
• Prepare bid‑to‑budget documentation and ensure smooth handover of awarded projects to operations.

Required profile

• Bachelor’s degree or diploma in Engineering, Quantity Surveying, Construction Management, Business or related field.
• 10‑15+ years of experience in proposals, estimating, tendering or commercial functions within scaffolding, painting, insulation, refractory or related industrial services.
• Strong understanding of BOQs, specifications, drawings, unit rates and productivity assumptions.
• Experience in the Qatar/GCC market is highly preferred.
