Program Management Office (PMO) Lead / Specialist

About the role

The Program Management Office (PMO) Lead / Specialist acts as the bridge between corporate strategy and the execution of construction programmes. Reporting to senior leadership, the role ensures that civil, MEP, infrastructure and fit‑out projects are delivered on time, within scope, budget and quality standards while providing the visibility needed for executive decision‑making.

Key responsibilities

• Establish, implement and govern the PMO framework, policies and project‑governance standards across the organisation.
• Align programmes and projects with strategic objectives, develop roadmaps, master schedules and delivery frameworks.
• Provide C‑level dashboards, performance analytics and risk insights to support decision‑making.
• Oversee multiple construction programmes, monitor scope, schedule, cost, quality, safety and risk benchmarks.
• Coordinate inter‑project dependencies, optimise resources and track portfolio‑level KPIs, cash flow and contractual deliverables.
• Collaborate with engineering, planning and project‑controls teams to ensure feasibility, constructability and timeline adherence.
• Prepare and present weekly, monthly and executive‑level reports for senior management, clients and consultants.
• Manage risk, issue escalation and change‑control processes, recommending mitigation actions as needed.

Required profile

• Proven experience in construction programme or portfolio management, preferably in civil, MEP, infrastructure or fit‑out environments.
• Strong analytical ability to translate technical updates into business implications for senior stakeholders.
• Excellent communication skills for interfacing with clients, consultants, contractors and internal teams.
• Demonstrated capability to drive standardisation, performance excellence and continuous improvement.
