Commissioning Manager - Oil & Gas

About the role

Saipem, a global leader in engineering and construction for the energy and infrastructure sectors, is hiring a Commissioning Manager for various onshore projects in Qatar. The role covers pre-commissioning, commissioning, start-up, test runs, training, maintenance engineering, operation and handover of the plant to the client, ensuring safety, quality, budget and schedule targets are met.

Key responsibilities

• Ensure HSE procedures are available and applied, take part in safety walk-downs and incident investigations, and participate in Pre-Start-up Safety Reviews (PSSR).
• Manage pre-commissioning, commissioning, start-up and operations activities, coordinate parties, and ensure schedule and budget compliance.
• Prepare pre-comm, commissioning and start-up plans, define commissioning sequences and priorities, and prepare the Comm dossiers for handover.
• Support the HSE manager with HSE plans and procedures, and cooperate with HSE on SMS matters.
• Maintain client relationships, implement and maintain the Planned Maintenance System, arrange SMS audits, and ensure compliance with classification society, IMO, SOLAS, ISPS, MARPOL and other regulations.
• Review operating costs, prepare annual operating budgets and monthly forecasts, and supervise local subcontractors, agents and logistics.
• Review staff performance, manage subcontracting of local staff, and coordinate emergency situations for production facilities.

Required profile

• Master's or Bachelor's degree in a relevant field.
• At least 15 years of hands-on experience as a Commissioning Manager in the oil and gas industry.
• English language skills required.
