Head of SHES (Offshore Pipelines)

About the role

The Head of SHES will lead safety, health, environment and security functions for a major offshore pipeline project, providing strategic advice and ensuring compliance across all project phases from FEED to hand‑over. Reporting to the SHES Division Manager, the role is based in Doha with occasional offshore visits.

Key responsibilities

• Advise the Project SHES Division Manager on regulatory compliance and performance during on‑shore and offshore pipeline construction, installation and commissioning.
• Oversee the Project Management Team SHES staff, coordinating field personnel schedules to guarantee adequate coverage.
• Review contractor SHES documents, provide technical feedback and facilitate audits and inspections in line with contract requirements.
• Identify, assess and manage SHES risks using the ALARP principle and ensure risk assessments are approved before work starts.
• Implement and monitor training programmes for project personnel, ensuring they meet contract and SHES plan requirements.
• Report weekly and monthly consolidated SHES performance to the Division Manager and drive incident trend analysis.
• Lead safety culture transformation by supporting the Incident and Injury Free programme and promoting open reporting of near‑misses and incidents.
• Ensure emergency response arrangements, including trained personnel and equipment, are in place and effective.

Required profile

• Bachelor’s degree in science, safety, health, environment, security or engineering.
• Minimum 15 years SHES experience in the oil & gas industry, including at least 5 years in a supervisory or oversight role.
• Proven experience on large‑scale offshore and on‑shore projects, working with contractors, service companies and major operators.
