Health, Safety and Welfare Manager

About the role

The Health, Safety and Welfare Manager will lead site‑based HSE teams across multiple work packages in Doha, ensuring compliance with ISO 45001:2018, local legislation and client requirements. The role combines strategic system improvement with hands‑on supervision of safety procedures, inspections and welfare standards.

Key responsibilities

• Lead and manage site‑based Health, Safety and Welfare teams, overseeing the implementation and continual improvement of the project HSE management system.
• Review, approve and monitor contractors' HSE plans, RAMS, risk assessments, method statements and ensure alignment with project requirements.
• Conduct weekly site safety inspections, spot checks, audits and follow‑up on corrective actions, non‑conformances and stop‑work notices.
• Analyse safety trends, incident reports and near‑miss data to propose preventive measures.
• Coordinate monthly HSE reporting, KPI tracking and communication with client, project manager and contractor representatives.
• Identify training needs, arrange HSE training and mentor fire wardens and first aiders.
• Oversee worker‑welfare compliance, including accommodation and medical‑facility inspections.

Required profile

• Bachelor's degree in Engineering, Science or a related discipline.
• Minimum 20 years of professional experience managing health, safety and welfare on large international and local construction projects.
• At least 10 years of experience on major roads, infrastructure or drainage projects.
• NEBOSH Diploma Level 6 and ISO 45001:2018 Lead Auditor qualification.
• Proven experience implementing and improving Occupational Health and Safety Management Systems.
• Fluent written and spoken English with strong technical reporting and stakeholder communication skills.
