HR Operations Manager – Qatar

About the role

Raytheon is seeking a Human Resource Operations Manager to lead HR operational activities in Qatar. The role will ensure HR processes are aligned with local regulations, business objectives and global standards while collaborating with regional teams in Saudi Arabia and the UAE.

Key responsibilities

• Oversee and optimise HR processes in Qatar, including onboarding, records management, benefits, payroll coordination and leave administration.
• Partner with HR Business Partners to translate organisational priorities into scalable HR operational solutions.
• Lead regional process‑improvement initiatives focused on standardisation, automation and employee experience.
• Manage HR operations projects, providing project and change‑management support in line with global HR standards.
• Ensure compliance with Qatar labour legislation and maintain data accuracy across HR systems.
• Prepare and manage employment contracts, mobility processes and onboarding for expatriate, local and foreign‑national employees.
• Develop and lead the Qatar‑based HR Operations team and Government Relations Officers.
• Maintain HR metrics and dashboards to drive continuous improvement.
• Oversee total rewards operations, including benefits, compensation and payroll activities.
• Support talent acquisition operations, including documentation, medical and security processing.

Required profile

• Proven leadership experience in HR operations within a multinational environment.
• Strong knowledge of Qatar labour legislation and regulatory compliance.
• Demonstrated ability to manage cross‑functional projects and drive process improvements.
• Excellent collaboration skills with regional HR teams in the MENA region.
