Senior Adviser - Gulf Liaison

About the role

The Norwegian Refugee Council is seeking an experienced Senior Adviser to lead humanitarian diplomacy and strategic engagement with Gulf states and multilateral platforms. The role will focus on building partnerships, influencing policy, and mobilising resources for complex contexts such as Afghanistan, Iran and Ukraine.

Key responsibilities

• Develop and implement a humanitarian diplomacy strategy for Gulf engagement.
• Map stakeholders and create engagement plans for priority Gulf and multilateral actors, including business development plans.
• Produce strategic analysis and briefing notes for NRC leadership and country programmes.
• Strengthen engagement evidence with targeted stakeholders and platforms.
• Support advocacy and external engagement strategies in Afghanistan, Iran and Ukraine.

Required profile

• Master’s degree in law, human rights, political science or a related field.
• 8–10 years of experience in humanitarian diplomacy, advocacy or high‑level external engagement.
• Proven track record of securing funding and building strategic partnerships.
• Demonstrated ability to work with senior stakeholders in politically sensitive environments.
• Fluency in English (written and spoken) and Arabic (mandatory).
• Established network of senior contacts across Gulf governments, donor agencies, foundations and private‑sector entities.

• Knowledge of humanitarian principles, access negotiations and protection frameworks.
• Experience navigating sanctions regimes and regulatory constraints (asset).
