Senior Contracts Engineer

About the role

QatarEnergy is looking for a Senior Contracts Engineer in Doha to advise and assist its Sponsoring Departments on all tendering and contractual matters, from project inception to contract close-out. The role covers tender review, contract preparation, commercial negotiations and contract management.

Key responsibilities

• Review and finalise procurement strategy and work/service scopes of tenders, including pricing mechanisms.
• Prepare tender bulletins and clarifications, take part in tender evaluation and write evaluation reports for Tender Committees.
• Lead commercial clarifications and negotiations with bidders and prepare letters of award.
• Prepare contract documents reflecting clarifications, negotiations and qualifications.
• Manage contracts through drafting correspondence, evaluating changes and variations, processing change requests, issuing amendments, evaluating claims, resolving disputes and closing out contracts.
• Ensure compliance with QatarEnergy's Procurement and Disposal regulations and the Contracts Department procedures, and uphold confidentiality and ethical standards.

Required profile

• 10-15 years of multi-disciplinary experience, of which at least 5-8 years in oil & gas or major industrial structures in pre-contract award activities.
• BSc in an engineering discipline, Quantity Surveying or equivalent; a postgraduate qualification in Contract or Project Management is desirable.
• Sound knowledge of contract law is desirable.

Required skills

• Proficiency in business correspondence, contract drafting and report writing, with strong analytical, negotiation and problem-solving skills.
• Ability to review scopes of work, define pricing structures and prepare schedules of prices and pricing notes.
• General understanding of EPCM, LSTK, maintenance and operation services and work execution programmes.
• Computer literacy for contract analysis and statistical data evaluation; SAP transaction experience is desirable.
