Senior SHE Officer

About the role

Bureau Veritas is looking for a Senior SHE Officer in Doha. The role monitors and ensures compliance with Safety, Health and Environment (SHE) requirements during the construction and installation phases of a project, promotes a strong safety culture, oversees contractor and subcontractor performance, runs site inspections, coordinates SHE training, investigates incidents and ensures compliance with project procedures, Qatar SHE regulations and international standards.

Key responsibilities

• Monitor SHE compliance and performance during construction and installation, against approved procedures, regulations and international standards.
• Promote safety awareness among contractors, subcontractors and project staff, and support toolbox talks and safety meetings.
• Carry out daily site inspections using JSAs, method statements, Permit to Work (PTW) systems, compliance checklists, KPI check sheets and safety observation tools.
• Monitor contractor and subcontractor SHE compliance, including staffing levels, competency and safety performance.
• Liaise daily with Contractor SHE Officers and report safety performance, KPI data and deficiencies to the Jackets SHE Lead.
• Coordinate SHE training according to the approved Competency Matrix and keep accurate training and competency records.
• Support behavioural safety programmes, maintain at least 90% site availability and mentor less experienced Contractor SHE Officers.
• Review on-the-job training, implement IIF Cards or equivalent safety observation programmes, and enforce the 10 Life Saving Rules.
• Review PTW activities daily, track the Actions Tracking Register and close corrective and preventive actions on time.
• Take part in incident investigations, analyse incident trends and report findings to the Jackets Project Manager.

Required profile

• Bachelor's degree or diploma in Occupational Health and Safety, Engineering, Environmental Science or a related field.
• NEBOSH International General Certificate (IGC) or an equivalent recognised safety qualification.
• Minimum 8-10 years of relevant SHE experience in construction, installation, oil and gas or major industrial projects.
• Experience in offshore jackets, structural installation, fabrication or similar oil and gas projects is preferred.
• Proven experience monitoring contractor and subcontractor SHE compliance.
• Good knowledge of Qatar SHE regulations, project-specific SHE procedures and international standards.

Required skills

• Permit to Work (PTW), Job Safety Analysis (JSA), risk assessments, method statements and site safety inspections.
• Incident investigation, root cause analysis, safety KPI reporting and corrective action tracking.
• Toolbox talks, SHE training coordination, behavioural safety programmes and mentoring SHE personnel.
• First aid, fire safety and emergency response training preferred.
