Survey Manager

About the role

The Survey Manager will lead all survey‑related activities and manage the survey team throughout the project lifecycle, from site initiation to timely handover. This senior position oversees multiple infrastructure, road, utility and building projects, ensuring compliance with contractual, client and regulatory requirements.

Key responsibilities

• Lead and manage surveying operations across multiple projects, developing and implementing survey strategies, procedures and best practices.
• Provide technical leadership to Survey Managers, Chief Surveyors, Survey Engineers and survey teams.
• Support senior management in strategic planning, resource forecasting, budgeting and business development for surveying services.
• Evaluate emerging surveying technologies, GNSS solutions, UAV applications and digital engineering tools.
• Review and approve survey methodologies, control networks, topographic surveys, setting‑out works and final as‑built submissions.
• Oversee GIS and as‑built data collection, ensuring accurate and timely deliverables for project handover.
• Coordinate survey support for planning, construction, design verification, claims and close‑out activities.
• Manage survey budgets, equipment utilization, procurement planning and calibration programmes.
• Lead preparation of technical proposals, method statements, risk assessments and execution plans for new tenders.
• Ensure compliance with Ashghal, Kahramaa, client specifications and international surveying standards, as well as HSE and traffic management requirements.

Required profile

• Bachelor’s degree in surveying or civil engineering; certification in surveying instruments preferred.
• 15–20 years of construction surveying experience, including at least 5 years leading survey teams on multiple projects.
